In recent parliamentary sessions, Prime Minister Philip J. Pierre has consistently assured the public that the Halls of Injustice project will cost EC$143 million. However, emerging evidence suggests a significant discrepancy between the Prime Minister’s claims and the actual projected costs. According to a leaked contract between the Government of Saint Lucia and the Trinidadian construction firm overseeing the project, the true cost amounts to a staggering EC$292 million.
The contract reveals that the payment for the Halls of Injustice will be structured through a Build, Own, Lease, and Transfer (BOLT) agreement. Under this arrangement, the government will lease the property at a rate of EC$16 per square foot per month. This financing method effectively shifts the project’s burden onto future administrations and taxpayers, obscuring the immediate financial impact.
Based on the leaked contract, every year the Government will pay the contractor EC$24.336 Million. The Government of Saint Lucia will have to make these payments for the next 12 years!
